When dealing with a driving licence renewal, people usually focus on the medical examination, the documents to prepare and the payments to make. What many people do not know is that part of the expenses incurred for the renewal can be claimed as a tax deduction in the income tax return, effectively reducing the taxes to be paid. It is worth knowing the rules so you do not miss out on a refund you are entitled to.
The cost components of a licence renewal
Renewing a driving licence involves several separate cost items, each of which has a different tax treatment:
- Motor Vehicle Department fees: mandatory payment to the Ministry of Infrastructure and Transport, made through PagoPA
- Stamp duty: mandatory tax payment
- Shipping costs: cost for delivery of the new driving licence
- Medical examination: fee charged by the authorized doctor for verifying the physical and psychological fitness requirements for driving
Among these items, the one that has tax relevance is the medical examination.
Is the medical examination deductible?
Yes. The expense incurred for the medical examination for driving licence renewal is classified as a healthcare expense and falls within the deductions provided for by Article 15 of the TUIR (Italian Consolidated Income Tax Act).
The deduction is 19% of the expense incurred, calculated on the amount exceeding the deductible threshold of €129.11 provided for general medical expenses.
In practice: if during the year you have incurred medical expenses (visits, medicines, tests, etc.) for a total amount exceeding €129.11, the expense for the licence renewal medical examination is added to the other healthcare expenses and contributes to the 19% tax deduction.
How to document the expense
In order to claim the medical examination for driving licence renewal as a tax deduction, you must have a valid tax document. Depending on who performed the examination:
- General practitioner or private doctor: they must issue a tax receipt or invoice indicating the service provided (medical examination to verify physical and psychological fitness to drive)
- Local health authority (ASL): a receipt for payment of the healthcare fee is issued
- Authorized facility: invoice or tax receipt
It is important to keep the original document so that it can be shown in the event of a check by the Italian Revenue Agency. Payment must be traceable — that is, made by debit card, credit card, bank transfer or other electronic payment methods — in order to qualify for the deduction. Cash payments do not allow the deduction.
Where to enter the expense in the tax return
The expense for the medical examination for driving licence renewal must be included in the section for healthcare expenses, together with the other medical expenses incurred during the year. In the 730 form or in the Redditi PF form, the relevant line is the one for general medical expenses (line E1 in the 730 form).
If you use the pre-filled 730 tax return prepared by the Italian Revenue Agency, check whether the expense is already included: if the doctor transmitted the data to the health card system, it may already have been entered automatically. Otherwise, you can add it manually.
Expenses incurred through an agency: what is deductible?
If you rely on a vehicle paperwork agency for the renewal, the situation is as follows:
- The medical examination remains deductible, regardless of who booked it: it is a healthcare service with its own separate tax document
- The agency fee for handling the paperwork is instead an administrative service expense and is not included among deductible healthcare expenses
- The mandatory payments (Motor Vehicle Department fees, stamp duty) are not deductible because they are taxes
It is worth keeping this in mind
The 19% deduction on the medical examination is not a huge amount, but it is a refund you are fully entitled to and that is easy to obtain by keeping the tax document. Considering that driving licence renewal is repeated periodically throughout life — and that medical expenses are added together — this is a useful habit to adopt.
