This is long-awaited news for the Algerian community living in Italy: the new bilateral agreement between Italy and Algeria on the mutual recognition of driving licences for conversion purposes was signed on July 23, 2025 in Rome and completed its ratification process at the beginning of 2026.

If you have a driving licence issued in Algeria and live in Italy, you may finally be able to convert it into an Italian licence without taking driving exams. GR Servizi in Turin is already operating to manage these procedures.


The new agreement: what happened

The path that led to the new agreement was long. The previous agreement had been active for years, but over time a problem emerged: the newest Algerian driving licence models were not included in the technical annexes of the existing agreement, making conversion impossible for many Algerian citizens holding the newer documents.

The new agreement, signed in Rome on July 23, 2025, updates and replaces the previous one, including the licence models currently in circulation. The official ratification by Algeria took place with Presidential Decree No. 26-90 of January 26, 2026, signed by President Tebboune. The agreement entered into force 60 days after the last diplomatic notification between the two countries.

The new agreement will remain valid until March 17, 2030.


⚠️ Important note: check your licence model

The Territorial Directorate General for North-West Italy (the Civil Motorization authority responsible for Turin and the Piedmont region) expressly states that not all Algerian driving licence models are currently convertible. It is necessary to verify in advance whether your specific licence model is included in the technical annexes of the agreement.

Who can request the conversion?

To convert an Algerian licence into an Italian one without exams, the following requirements must be met:

✅ The Algerian licence must be valid
✅ The licence must have been obtained before acquiring residence in Italy
✅ You must have lived in Italy for less than 6 years when submitting the application
✅ Your licence model must be included in the technical annexes of the agreement

If you have been living in Italy for more than 6 years without ever being able to convert your licence (for example because your model was not convertible), the new agreement may now open the possibility to do so. It is essential to verify your specific situation.


Required documents

To submit the Algerian licence conversion request, you must prepare:

  • Original Algerian driving licence and front/back photocopy
  • Full translation of the licence, sworn by a translator before a court clerk (this can be done through our office)
  • Valid identity document
  • Italian tax code
  • Valid residence permit (or renewal receipt)
  • Passport
  • Historical residence certificate indicating the date of first residence in Italy
  • 2 passport photos

How to submit the application

The conversion request must be submitted to the Civil Motorization Office responsible for your province of residence — or through an authorized vehicle service agency, which can submit the application electronically without requiring the applicant to go to the office personally.


How long does it take to receive the Italian licence?

From the start of the complete procedure, the average time to receive the Italian licence in Turin ranges from 5 weeks to about 4 months, depending on the processing time of the Motorization Office and possible checks on the authenticity of the foreign document.


The Algerian community in Turin: a major opportunity
